In a medium bowl, whisk together the honey, lime juice, lime zest, minced garlic, chili powder, olive oil, salt, and pepper until well combined.
Add the shrimp to the bowl and toss to coat them evenly with the marinade. Cover the bowl and refrigerate for about 30 minutes to allow the flavors to meld.
Preheat your grill to medium-high heat. If using wooden skewers, soak them in water for 10-15 minutes to prevent burning.
Thread the marinated shrimp onto skewers (about 4-5 shrimp per skewer).
Place the skewers on the grill and cook for 2-3 minutes on each side, or until the shrimp are pink and opaque. Be careful not to overcook them.
Remove the shrimp from the grill and set them on a serving platter.
Garnish with fresh chopped cilantro and serve with lime wedges on the side.
