Preheat your oven to 400°F (200°C) and line a baking sheet with parchment paper.
In a large mixing bowl, combine the ground beef, breadcrumbs, grated Parmesan cheese, chopped green onions, egg, minced garlic, grated ginger, salt, and black pepper. Mix well until the ingredients are evenly incorporated.
Shape the mixture into small meatballs, about 1 inch in diameter, and place them on the prepared baking sheet.
Bake in the preheated oven for 20-25 minutes or until the meatballs are cooked through and browned on the outside.
While the meatballs are baking, prepare the glaze. In a small saucepan over medium heat, combine sweet chili sauce, soy sauce, and rice vinegar. Stir gently and let it simmer for about 5 minutes, allowing it to thicken slightly.
Once the meatballs are done, remove them from the oven and transfer to a large mixing bowl. Pour the sweet chili glaze over the meatballs and toss gently to fully coat them.
Serve the meatballs warm on a platter, garnished with sesame seeds and fresh cilantro.
