Heat sesame oil in a large skillet over medium heat. Add the minced garlic and grated ginger, stirring for about 1 minute until fragrant.
Add the ground beef to the skillet, breaking it apart with a spatula. Cook until browned and no longer pink, about 5-7 minutes.
In a small bowl, whisk together the soy sauce, rice vinegar, and honey. Pour the sauce over the browned beef, stirring to coat evenly. Allow it to cook for another 2-3 minutes to thicken slightly.
Stir in the green onions, grated carrot, and diced red bell pepper. Cook for an additional 2-3 minutes until the vegetables begin to soften.
Remove from heat and sprinkle with sesame seeds.
To serve, spoon the beef mixture into the lettuce leaves, adding Sriracha or chili flakes if desired for an extra kick. Roll them up like wraps and enjoy!
